Like inter-regional CO2leakages, good CO2emission performance from downstream industries in the industrial chain often results in high direct levels of CO2emissions in upstream sectors. It is necessary to rethink industrial carbon policies from the consumer responsibility perspective. As the largest emitter of CO2in the world, China has a more comprehensive industrial system. In this study, we traced fuel-related CO2flows between all 30 Chinese industrial sectors in 2012 and explored the specificities of the flows on the aggregate CO2emissions for the entire economy. Previous studies have focused on carbon abatement policies instituted by industries generating high direct CO2emissions, but our results demonstrate that paying more attention to CO2importers better limits the consumption of energy-intensive materials.
主讲人简介
白宏涛,理学博士,南开大学环境与科学工程学院副教授,中国环境科学学会环境经济分会委员。主要研究方向为环境管理与评价、低碳经济与资源循环利用等,关注于构建基于低碳发展目标的我国战略环境评价的技术框架,较早探讨了战略环评中低碳发展的影响评估方法。迄今在Environmental Science & Technology、J Zhejiang Univ-Sci A、Ecological indicators、Environ Impact Assess Rev、经济地理、生态经济、长江流域资源与环境、环境污染与防治等期刊发表学术论文三十余篇,参与撰写学术专著4部,参与省部级以上科研项目16项。
